Tech Lead, Payments

About the role

Binance is expanding its licensed payment business in Kazakhstan and the CIS region. We are seeking a senior technology leader to design, build and own the technical perimeter of this local licensed payment operation, ensuring compliance with NBK and AFSA regulations.

Key responsibilities

• Design and own the target IT architecture for core payment, e‑money processing, client accounts, ledger, reconciliation and reporting.
• Lead integration with Kazakhstan’s national payment infrastructure (NBK, KCIS, National Payment Corporation) and state information systems (eGov, Smart Bridge, digital signature and biometric services).
• Build and maintain the technical interface between local licensed entities and Binance global platforms, ensuring data and fund segregation.
• Deliver automated regulatory reporting to NBK and AFSA and oversee information security (ISMS, access management, vulnerability testing, incident response).
• Manage technology outsourcing, vendor due diligence, SLAs and exit plans, and recruit and lead the local technology team.

Required profile

• 10+ years in technology roles within banking, payments or fintech, including 5+ years in senior technology leadership at a licensed financial institution in Kazakhstan.
• Hands‑on experience integrating with Kazakhstan’s national payment and state information systems.
• Proven ability to build an IT function for a licensed entity and pass regulatory reviews.
• Fluent in Russian and English; Kazakh strongly preferred.

Required skills

• Payment system architecture (core processing, ledger, reconciliation, APIs).
• Messaging standards: ISO 20022, SWIFT.
• High‑availability and disaster‑recovery design.
• Information security management (ISO/IEC 27001, PCI DSS).
• Integration with national payment infrastructure and state e‑government services.
