Project Controls Manager (1 Year Contract)

About the role

Blue Projects' Project Delivery & Engineering team is looking for a Project Controls Manager to join its team in Yntymak village, Ili district, Kazakhstan. The role supports the planning, monitoring and control of industrial projects at the project site office, focusing on project control systems, cost and schedule performance, risks and changes, and reporting to the Project Manager and stakeholders. It is a one-year contract with the possibility of prolongation.

Key responsibilities

• Develop and implement project control systems in line with internal procedures, client requirements and contractual obligations, including guidelines, templates and control tools.
• Monitor and report progress using indicators such as SPI and CPI, analyse deviations from baseline plans and issue regular progress, cost and risk reports.
• Carry out risk assessments, maintain the risk register and define mitigation and contingency measures with project teams.
• Analyse cost, schedule, scope and resource data to deliver reliable forecasts and support management decisions.
• Prepare and present status reports and executive summaries for internal and external stakeholders.
• Support resource planning and scheduling, including schedule reviews, milestone tracking, critical path management and coordination with discipline leads.
• Facilitate progress reviews, planning workshops and risk sessions, and maintain meeting minutes, change logs and action registers.
• Manage change control through registration, assessment, approval and integration of change requests.
• Assist the Project Manager with stakeholder engagement and communication, and perform other controls duties as assigned.

Required profile

• University degree in Civil Engineering or Industrial Engineering.
• Project management experience with solid knowledge of project management processes, tools and documentation.
• Proven experience on industrial projects.
• English at B2 level or higher.
• Willingness to work from the project site office and to commute independently to Yntymak village, Ili district.
• Availability to start on 1 May 2026.
