Payment Director, Kazakhstan

About the role

Binance is expanding its licensed payment business across Kazakhstan and the wider CIS region. We are seeking a senior executive to lead the licensing effort, engage with regulators, and build a fully compliant, audit‑ready payment organization on the ground.

Key responsibilities

• Lead the licensing programme with Kazakhstan regulators (NBK, AFSA), including application preparation, regulatory dialogue, sandbox participation and establishment of required licensed structures.
• Build the local licensed business into a functional entity with proper corporate governance, board and management structures, internal policies, controls and staffing.
• Act as Binance’s senior local representative to NBK, AFSA/AIFC and other authorities, managing day‑to‑day regulatory communications, examinations and reporting.
• Develop government relations, maintain relationships with policy makers and industry bodies, and advocate for a favourable regulatory framework.
• Establish and oversee compliance, AML/CFT and risk management functions to meet fit‑and‑proper and prudential standards.
• Ensure day‑to‑day operations, including client fund safeguarding, regulatory reporting, audits, incident handling and business continuity.
• Collaborate with Binance’s payments, legal and compliance teams to translate regulatory requirements into local practice.
• Recruit and lead a local team covering compliance, risk, regulatory affairs and operations.

Required profile

• 10+ years in senior roles within payments, banking or fintech, with a focus on regulatory affairs, compliance or operations.
• Proven experience obtaining and operating under NBK licences and leading a licensed payment service provider in Kazakhstan.
• Demonstrated ability to engage with regulators, government bodies and industry associations.
• Strong track record of building compliant, audit‑ready organisations.
