National Consultant – Financial Literacy & Business Development

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to lead financial literacy and business development activities that support the sustainable reintegration of Kazakhstani returnees from the UK Seasonal Worker Scheme. The consultant will work closely with government agencies, financial institutions and civil‑society partners to design training, manage small‑grant programmes and contribute to policy dialogue.

Key responsibilities

• Design and deliver financial literacy workshops and entrepreneurship training for returned migrants.
• Facilitate the selection, award and technical monitoring of small‑business grants.
• Provide one‑on‑one business development coaching to grant beneficiaries.
• Produce analytical reports, policy briefs and evidence‑based recommendations on sustainable reintegration.
• Organise and moderate the National Dialogue on Sustainable Reintegration involving public and private stakeholders.
• Coordinate with IOM project team to ensure alignment with overall reintegration strategy.

Required profile

• Proven experience designing and delivering financial literacy and entrepreneurship training.
• Hands‑on experience managing grant‑making processes and supporting small‑business development.
• Strong knowledge of migration‑related reintegration challenges in Kazakhstan.
• Excellent communication and facilitation skills for multi‑stakeholder dialogues.
• Ability to work independently and produce high‑quality analytical outputs.
