Hourly Legal Counselling Services for Migrants

About the role

IOM Kazakhstan seeks an experienced legal professional to provide hourly, case‑by‑case counselling and representation for migrants in vulnerable situations. The consultant will help beneficiaries navigate Kazakhstan’s migration legislation, secure lawful pathways, and protect their rights through administrative and legal procedures.

Key responsibilities

• Conduct detailed reviews of individual migration histories and identify legal barriers to regularisation.
• Advise beneficiaries on available legal options and support them throughout administrative processes.
• Prepare and submit documentation for migration status regularisation, exit visas and related permits.
• Accompany beneficiaries to government institutions and represent them in administrative proceedings when required.
• Coordinate closely with migration authorities, law‑enforcement agencies, consular representatives and other stakeholders.
• Monitor case progress, assess legal risks and produce concise case reports for IOM.

Required profile

• Bachelor’s degree in Law.
• Minimum five years of professional experience in migration law in the Republic of Kazakhstan.
• Proven experience representing clients before administrative courts.
• Familiarity with Ministry of Internal Affairs migration service units and procedures for exit visas and status regularisation.
• Fluency in Kazakh and Russian; English knowledge is an advantage.
