National Consultant – Simulation Training for Ethical Recruitment & Cybercrime

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to design and develop simulation‑based training modules that address ethical recruitment, online fraud and cybercrime prevention for migrants in Kazakhstan. The consultant will work closely with IOM Kazakhstan and the Ministry of Internal Affairs to create practical learning tools that enhance migrants’ ability to identify and respond to deceptive recruitment practices.

Key responsibilities

• Design a curriculum and scenario‑based exercises focused on ethical recruitment, online fraud and cybercrime.
• Develop interactive simulation modules and supporting learning materials.
• Coordinate with the Ministry of Internal Affairs and other stakeholders to ensure relevance and alignment with national policies.
• Pilot test the training tools, gather feedback, and refine content accordingly.
• Deliver training sessions or facilitate remote delivery as required.
• Prepare comprehensive reports on methodology, outcomes and recommendations.

Required profile

• Proven hands‑on experience in developing and delivering simulation‑based training programmes.
• Strong knowledge of migration dynamics, ethical recruitment practices and cybercrime prevention.
• Experience working with governmental or intergovernmental partners.
• Excellent analytical and communication skills in English.
