Project Controls Manager

About the role

We are seeking a seasoned Project Controls Manager to lead planning, scheduling, cost control, earned value management, and reporting for a landmark mountain resort development in Kazakhstan. The role will oversee multiple concurrent work packages across a high‑altitude site ranging from 1,800 m to 3,400 m.

Key responsibilities

• Own the integrated master schedule and programme across all work packages and contractor interfaces.
• Review, accept or reject contractor baseline schedules, conduct TIA delay analysis, and drive recovery actions.
• Lead cost control, earned‑value reporting (SPI, CPI, EAC, ETC), cash‑flow forecasting and contingency management.
• Define Rules of Credit, measure physical progress and produce monthly PMC reports and dashboards.
• Manage change control, risk registers and assess schedule/programme impacts.
• Mentor a small project‑controls team including a Planning Engineer, Cost Engineer and Document Controller.

Required profile

• 15+ years of project‑controls experience on large‑scale construction projects (20 years preferred).
• Background in PMC, consultancy or client‑side roles, preferably as PC Manager or Lead Planner.
• Proven delivery experience in Kazakhstan and familiarity with multi‑package, multi‑contractor environments.
• Fluent professional English; Russian language proficiency is a plus.
