HSEC Manager – Kazakhstan

About the role

ESS is looking for an experienced HSEC Manager to lead Health, Safety, Environment and Community functions across its operations in Kazakhstan. The role ensures compliance with local regulations and international standards, including IFC requirements where applicable.

Key responsibilities

• Develop, implement and maintain the site Health & Safety Management System and ensure compliance with national OHS regulations.
• Lead risk assessments, Job Safety Analyses, incident investigations and monitor safety KPIs such as LTIFR and TRIR.
• Oversee contractor HSE performance and enforce site safety standards.
• Ensure environmental permit compliance, manage monitoring programs (water, air, waste, noise, biodiversity) and prepare regulatory reports.
• Supervise implementation of ESIA commitments and Environmental & Social Management Plans.
• Support stakeholder engagement, manage community grievance mechanisms and coordinate community development initiatives.
• Prepare HSEC reports for senior management, support external audits and align projects with IFC requirements.

Required profile

• Bachelor’s or Master’s degree in Environmental Science, Occupational Health & Safety, Mining Engineering or related field.
• 5‑10 years of HSEC experience in industrial, mining or heavy‑industrial projects.
• Strong knowledge of Kazakhstan regulatory framework; experience with IFC standards is a plus.
• Fluent in English; French is an asset.
• Proven leadership and team‑management abilities.
