Specialist – Support Development of SCM Competency Framework

About the role

The United Nations Population Fund (UNFPA) is seeking a National Specialist to support the regional assignment on developing a competency framework for supply chain management personnel across Eastern Europe and Central Asia. The role will work under the supervision of the UNFPA SRH National Program Analyst and a contracted consultancy, focusing on health supply chain workforce development.

Key responsibilities

• Map and engage key national stakeholders relevant to health supply chain workforce development.
• Collect country‑specific documents, policies, qualification standards, and supply chain management training information.
• Coordinate interviews, consultations, and meetings with relevant stakeholders.
• Identify competency gaps and workforce challenges related to SRH supply chain management.
• Assist in validating findings and reviewing country‑specific inputs into the regional competency framework.
• Provide contextual analysis of national qualification systems, workforce structures, and institutional arrangements.

Required profile

• Experience in health supply chain or logistics workforce analysis.
• Proven ability to engage and coordinate with multiple national stakeholders.
• Familiarity with competency frameworks, qualification standards, and training documentation.
• Strong analytical skills for assessing workforce structures and institutional arrangements.
