Senior Cost Manager (MEP)

About the role

The position is for a Grade A super high‑rise mixed‑use development in Almaty, Kazakhstan. The Senior Cost Manager (MEP) will lead measurement, valuation and cost control of all mechanical, electrical and plumbing works throughout the project lifecycle.

Key responsibilities

• Review and verify EPC contractor interim payment applications for MEP works, including progress measurement, material tracking and contractual compliance.
• Prepare and check quantities for building services installations using recognised RICS/POMI measurement methods and maintain measured records against contract bills.
• Carry out quantum assessment of variations, change proposals and claims, maintain the change register and provide cost forecasts for the MEP scope.
• Assess cost aspects of testing, commissioning, handover, retention and defect close‑out, and keep contemporaneous commercial records for negotiations or dispute proceedings.

Required profile

• Degree in Quantity Surveying, Building Services Engineering, Mechanical or Electrical Engineering or related discipline.
• Minimum 10 years cost‑management experience on major building projects with significant MEP exposure, preferably high‑rise or hospitality.
• Previous project experience in Kazakhstan and experience working with Chinese EPC contractors.
• Fluency in written and spoken English and Mandarin.
• Strong knowledge of RICS/POMI measurement standards and FIDIC‑based contract administration.
