National Consultant to Support Development of Gender-Responsive SOPs at BCPs

About the role

The International Organization for Migration (IOM) seeks a national consultant to provide technical support for the development and refinement of gender‑responsive Standard Operating Procedures (SOPs) at Border Crossing Points (BCPs) in Kazakhstan. The consultant will work closely with IOM staff and national stakeholders to integrate gender mainstreaming into aviation and border‑management processes.

Key responsibilities

• Conduct a desk review of ICAO SARPs, national regulatory frameworks and international best practices related to gender mainstreaming in aviation and BCP operations.
• Provide technical assistance for drafting, reviewing and finalising gender‑responsive SOPs for BCP agencies, incorporating stakeholder feedback.
• Support the planning, coordination and implementation of two IOM project events, including workshops and consultations.
• Prepare meeting records, presentations, briefing materials and other documentation required for project implementation.
• Participate in coordination meetings with IOM Kazakhstan, government counterparts and other relevant stakeholders.
• Submit a final consultancy report summarising activities, findings and recommendations.

Required profile

• Bachelor’s degree in aviation management, gender studies, international relations, public administration or a related field.
• At least one year of professional experience in the aviation sector, ICAO‑related activities or aviation industry institutions.
• Experience supporting the development, review or implementation of policies, guidelines or SOPs is desirable.
• Demonstrated ability to organise trainings, workshops or stakeholder‑engagement activities.
• Familiarity with IOM’s core values and competency framework.

Required skills

• Knowledge of ICAO Standards and Recommended Practices (SARPs), including gender‑mainstreaming considerations.
• Experience in developing and refining Standard Operating Procedures.
• Research and analysis of aviation regulatory frameworks.
