National Consultant – Simulation Training on Ethical Recruitment & Cybercrime

About the role

The International Organization for Migration (IOM) seeks a National Consultant to design and develop simulation‑based training modules that address ethical recruitment, online fraud and cybercrime prevention. The consultant will work closely with the Ministry of Internal Affairs of Kazakhstan to create practical learning tools that enhance migrants’ ability to identify and respond to deceptive online practices.

Key responsibilities

• Design, develop and deliver simulation‑based training modules on ethical recruitment and cybercrime prevention.
• Conduct needs assessments and align content with IOM’s Safe Migration programme objectives.
• Collaborate with the Ministry of Internal Affairs and other stakeholders to ensure relevance and applicability.
• Produce supporting training materials, facilitator guides and evaluation tools.
• Provide technical guidance throughout implementation and monitor the effectiveness of the training.

Required profile

• Proven hands‑on experience in developing and delivering simulation‑based learning solutions.
• Strong knowledge of ethical recruitment practices, online fraud mechanisms and cybercrime prevention.
• Experience working with UN agencies, NGOs or government partners in migration‑related projects.
• Excellent analytical, communication and coordination skills.
• Fluency in English.
