About the role

The Department of Information Technology and State Services Monitoring seeks a senior leader to direct its activities, ensure compliance with ICT legislation, and drive digital transformation across public services.

Key responsibilities

• Organise and supervise the department’s daily operations.
• Monitor staff performance and ensure timely, quality delivery of tasks.
• Prepare reports, methodological proposals and legal recommendations for the Vice‑President.
• Conduct negotiations with external suppliers and manage contracts.
• Oversee the updating and monitoring of internal normative documents in line with Kazakh law.
• Ensure implementation of information security and data protection regulations.
• Plan, coordinate and manage projects that introduce new technologies to automate and optimise public services.

Required profile

• Higher professional education in information technology (or postgraduate).
• At least 4 years of experience in the IT sector, with additional leadership experience preferred.
• Fluency in Kazakh and Russian; knowledge of a foreign language is a plus.
• Familiarity with Kazakh ICT legislation, state standards and e‑government concepts.
