National Consultant – Monitoring & Evaluation (M&E)

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to lead the Monitoring and Evaluation (M&E) component of its Seasonal Worker Scheme project in Kazakhstan. The consultant will design, implement and manage a detailed M&E framework, track project activities, and produce analytical and final reports that inform future programming.

Key responsibilities

• Review all project documentation, including logical framework, work plans, donor agreements and national migration strategies.
• Develop a robust M&E framework aligned with IOM Monitoring Policy, the project Theory of Change and Results‑Based Management standards.
• Continuously monitor selected field events and capacity‑building activities, collecting and analysing data against agreed indicators.
• Prepare two analytical programmatic reports and a comprehensive final report, adhering to IOM House Style.
• Coordinate closely with IOM Kazakhstan, the Regional Project M&E Specialist and other stakeholders to ensure data quality and timely reporting.

Required profile

• Proven experience as an external consultant in monitoring and evaluation of development or migration projects.
• Familiarity with Kazakhstan’s migration context and seasonal worker programmes.
• Strong analytical, writing and presentation skills.
• Ability to work independently while maintaining close collaboration with IOM teams.

Required skills

• Knowledge of IOM Monitoring Policy and IOM Monitoring and Evaluation Guidelines.
• Understanding of Results‑Based Management (RBM) standards.
