About the role

The Department Manager of Digitalization and Public Services will oversee the operation, maintenance and development of the agency's ICT infrastructure, ensuring reliable delivery of e‑government services.

Key responsibilities

• Monitor the performance and availability of servers, network equipment, information systems and computer hardware.
• Ensure all software used by the agency is properly licensed.
• Develop and implement data backup and disaster‑recovery policies.
• Coordinate ICT matters with external partners and contractors.
• Allocate computer and peripheral equipment efficiently among staff.
• Perform technical and application administration of information systems hosted on agency servers.
• Execute timely data backup and restoration according to established procedures.
• Install and maintain network and workstation software, supporting continuous operation.
• Register users, manage identifiers and control access to ICT resources.

Required profile

• Higher education in Information Technology (or equivalent postgraduate qualification).
• Familiarity with Kazakhstan’s Constitution, Civil Code, Labour Code and relevant legislation governing public services and ICT.
• Understanding of e‑government concepts, information security standards and state ICT standards.
• Proficiency in Kazakh and Russian (mandatory); additional foreign language skills are a plus.
